Abstract:

I am an Advanced Placement US Government reader and educator in southwestern Ohio. My goal in developing this unit was to capitalize upon my students' interest in Crime Scene Investigation type programs, and to focus on the differences between a liberal constitutional democracy and an oligarchy. This teaching unit is the end product of a graduate forensic biology course taken at Virginia Commonwealth University in the summer of 2003. The unit is hands-on and interdisciplinary in nature focusing on human rights, specifically using Guatemala as a case study to demonstrate how forensic science can be used to restore and enforce the rule of law in developing countries, i.e., what is the significance of the chain of custody to the rule of law. Other objectives of the interdisciplinary unit are: how do emerging democracies protect citizens rights and promote the growth of a civil society; how do economic and social conditions affect policymaking and political institutions in a less developed country, ie., demographic factors, natural resources, and infrastructure; how does forensic anthropology help promote political efficacy and civil responsibility; and how does the United Nations and other NGOs contribute to good governance.
