Bargaining over International Multilateral Agreements:
The Duration of Negotiations

Prepared for presentation at the 2005 Annual Meeting of the American Political Science Association, September 1-4, 2005, Washington, D.C. Abstract: This paper examines the duration of international multilateral agreement negotiations. Based on propositions in the literature concerning what factors may have an effect on the length of negotiations, I derive three testable hypotheses. These hypotheses are tested using data collected from the negotiations of 113 multilateral agreements related to arms control, the rules of war, terrorism, commodities, and the environment. I find that the number of states involved in the negotiation process has no effect on the duration of negotiations, that negotiations last longer when a non-governmental organization makes the first proposal, and the length of time required for negotiations is shorter when the agreement is written to be of limited duration.
