History, Democracy, and Peace: The Post-World War I Emergence of the Democratic

Abstract: While a strong consensus has emerged that military conflict is less likely between democratic states, the literature has yet to fully account for the historically contingent nature of these claims. Drawing on multiple research designs, I demonstrate that the contemporary finding known as the democratic peace does not emerge until after World War I. Moreover, prior to World War I, democratic states were actually more likely to initiate military conflict than autocratic regimes. In this paper, I critique existing explanations for this empirical outcome and explore the conditions under which democratic leaders can bypass societal constraints on war.
