Abstract:
|
This essay investigates how business tries to shape the legislative debate over newly identified environmental problems. I argue that when scientists identify a new environmental problem, affected businesses mobilize to prevent the issue from becoming salient, in hopes of deterring Congress from addressing it. Over time, however, if scientists and environmentalists succeed in persuading some business leaders that regulation is inevitable, the legislative debate is likely to shift to ensuring that regulations provide the certainty and flexibility that business desires. To illustrate this argument, I trace the evolution of industry efforts to influence the legislative debate over climate change. |
