This paper is part of an ongoing comparative analysis of roll call voting coalitions in the states and the U.S. Congress. We begin with a general hypothesis that stronger legislative parties are what produce the clear unidimensional structure we see in the contemporary Congress. We then test this idea on 38 state chambers over the times period 1999-2000 and 2003-2004. As part of the analysis we explore two case studies in the states, the Georgia and Illinois Houses, which will illustrate important aspects of roll call voting not seen in the Congress. Finally, we establish that there is a clear relationship between the strength of the legislative parties and the fit of roll calls to a single dimension. |
