ABSTRACT
Used briefly in local government elections in New Zealand in the 1920s and 1930s, the
Single Transferable Vote electoral system (STV) became available again as an electoral
system option for the 2004 elections. A handful of Councils took it up. Using official data
from the level of territorial local authorities (TLAs) and wards, the paper explores the
revival of STV and analyses some consequences, drawing out implications for the
understanding of electoral systems, turnout, informal voting, women’s representation,
and electoral system change.
