Faith and Sex, Presidents Under Pressure: Electoral Coalitions and Strategic Presidents
Unformatted Document Text:  i We use transcripts of several interviews conducted by the press to report on the OBCI. The OFBCI declined several of requests for interviews. It appears that the office has denied interviews to academics after two disaffected staff members provided negative information about the OFBCI to the press. In December 2002, the Director declined an interview explaining “I just do not feel it is wise for me to be involved in commenting on a Presidential initiative that I am asked to lead.” (Formicola and Segers, 2003) ii This power is limited if the agency or office was created via Congressional statute. In general, when a president wishes to create new units in the EOP he issues an executive order. However, when a president restructures existing units in the EOP, he often bypasses the formal procedures and simply issues a presidential directive creating positions, offices, and appointing individuals to serve in these positions. These directives are not numbered and are not required to be documented in presidential documents.
