Abstract:
|
This paper challenges dominant explanations in the comparative political economy literature on the origins and purposes of social protection. It argues that neither class mobilization nor employer-interest perspectives can explain the extension of unemployment protection to the Spanish rural sector. Far from being a tool of working class mobilization as was often the case in the “early” northern Europe cases, social protection in late-democratizing Spain was a strategic tool in left party efforts to politically demobilize its supposedly “natural” constituencies. This suggests that we need to rethink the received wisdom about the relationship between parties, policies, and constituencies in late developers, and what the welfare state does to build working class power. |

The employment census reports an unemployment rate of about 40 percent in this group. Despite this regional labor shortages are severe enough that Spanish farmers now rely on large quantities of legal and illegal foreign agricultural labor to harvest their crops. |
