Abstract:

This paper conceptualizes nonprofit social service program effectiveness in terms of ultimate, intermediate, and enabling outcomes. It then presents data from a study of welfare-to-work programs in Los Angeles County that focus on differences in the effectiveness of faith-based programs, compared to the effectiveness of government-run and for-profit programs. We conclude that our findings support the concept of niche effectiveness, that is, that different types of welfare-to-work programs are especially effective in providing certain types of services, instead of certain types of programs possessing across-the-board effectiveness. |
