CARE’s policy-makers do not profess a particular ideology, but seem to be applying
liberal theory. They place importance on networking and recognize the importance of both state and nonstate actors. They profess ideals such as the end of poverty, which they work to implement. The decision taken was a part of this effort and part of a pattern of ethical behavior. CARE not only applies relevant international standards itself, but seeks to have the governments it works with do so as well. Part of the PSUR project, for example was an effort to minimize corruption at the local government level. CARE-Ecuador sees its decision in this case as helping to implement the development objectives of the Millennium Declaration which was ratified by 191 nations.
