Abstract:

Traditional conceptions of democratic constitutionalism define citizenship as membership within territorially bounded communities governed by popular sovereignty. Yet in a time of globalization, sovereignty is partially decoupled from states, and many use the word "citizenship" to denote forms of political agency that cross or transcend state boundaries. This essay develops a strategy for understanding political community and the activities of citizenship that holds both for traditional conceptions and for new forms of political engagement.
