Abstract:

How are we to understand culture's influence on the process of international negotiations? This paper's analysis of the Israeli-Palestinian peace talks from 1993-2001 concludes that culture plays a subtle and multifaceted role in peace negotiations, influencing the assessments and decisions of political leaders on negotiating strategy, the domestic politics that constrained the talks, and the styles of the negotiators themselves. Culture's role in this case is best understood as an intervening variable that operates at individual, domestic and strategic levels of analysis. The paper is based on analysis by the author and three colleagues in an edited volume to be published by the United States Institute of Peace (www.usip.org) in early 2005. |
