Abstract:

The paper examines the conditions under which small firms in traditional services sectors are able to modernise, become competitive, and secure their relative economic position in the face of the heightening competition associated with regional economic integration. It shows that traditional market players can succeed in confronting the pressures of economic opening by organising at the sectoral level and building up and sustaining collective structures and strategy that induce modernisation at the unit level and collective market regulation. This strategy of sectoral defense relies on internal and external group politics. In essence, it is a process led by a business association, where the latter acts as an “agent of innovation” rather than a mere “rent-seeker”, replacing state and market in the governance of sectoral adjustment. The paper analyses the institutions, strategies, and processes that make a successful “politics of sectoral defense”.
