Korea-Japan Inter-Personal Networks: Genesis and Implications for Policy

Abstract:

In Northeast Asia, Japan and Korea have long been close to one another only geographically. Neither intergovernmental nor interpersonal network had developed fully between the two nations until very recently. This is changing, however. The Japanese, for the first time, have been fascinated by Korean popular culture. Simply put, a cool Korea rules Japan now. With it expanding rapidly are human networks overarching film industries on both sides, to start with. On the governmental front, Japan’s Ministry of Finance and Korea’s Ministry of Finance and Economy cooperated closely with one another in order for Korea to weather through the nation’s worst financial crisis in 1997. This being a formative experience, the inter-ministerial network functions much more efficiently. The paper touches on such points as above by introducing some of the key individuals that played critical roles in creating the human networks. It concludes by looking into some of the political implications one can draw from the development and expansion of the networks overarching the Korean Strait.

Thus it is an opportune time for policy makers yet again to exploit the freedom to pursue such issues as might have been deemed difficult until very recently. Next year Japan and Korea will celebrate the fortieth anniversary of the signing of their Basic Treaty. For the "Japan Korea Friendship Year 2005" both governments are going to host plenty of cultural activities. Also of note is that both leaders have agreed of late to meet one another much more
