Abstract:

America's dominant position does not imply that it can do anything it wants. States that wish to constrain U.S. power can pursue strategies of balancing, blackmail, binding, asymmetric power, or "delegitimation.". These strategies cannot stop the US or even weaken it significantly, but they can make it significantly harder for the US to accomplish its objectives.
