to convince Korea that Japan will not again threaten Korean security. As part of this
effort Japan has to work with Korea to resolve specific disputes about history. For
example, Japan might do well to follow Germany’s example and take the lead in trying
to work out a “common history” with its neighbors, beginning with Korea. Such a
common history could be the model for denationalized Korean and Japanese texts that
are reasonably consistent.
