But Congress could do a better job of doling out dollars for big-ticket security needs so that regional turf battles wouldn’t erupt. More important, smarter allocations would make vulnerable regions more secure…Federal priorities and the appropriations formula should be revisited.” Editorial, The Miami Herald, July 12, 2004. “With the Port of Tampa, the largest seaport in Florida, as a backdrop, the [Florida] House of Representatives Coordinating Committee on Public Security convened the third of seven planned regional public hearings on homeland security…[Local] officials told the committee more work needs to be done to establish a communication system for law enforcement agencies to communicate with each other, and to assess how resources can be shared and distributed on a regional basis.” The Tampa Tribune, November 13, 2003. Clearly, as shown in Figure 6, mandates associated with homeland security have placed additional financial and administrative burdens on city and county officials. For Florida’s municipalities, the greatest impact has been financial while at the county level it has been administrative. 12 Such a result confirms our expectations about how homeland security mandates have affected counties and municipalities differently. Specifically, among county officials, 47% say administrative and management responsibilities have had the greatest impact, followed by financial considerations (40%). The importance of administrative duties among county officials reflects the important statutory role assigned to counties in planning and coordinating the homeland security function. Among city officials the greatest impact of federal and state homeland security mandates has been financial (52%), with administrative and management duties ranking second (31%). Homeland security preparedness is an extremely expensive task, made even more fiscally burdensome for municipalities, who compared to counties, have fewer revenue sources but more first responder responsibilities. 12 The differences reported by city and county officials are significant at the .05 level.
