Abstract:

This paper investigates the impact of legislative term limits on state fiscal policy. Using fiscal data from 48 states from 1977 to 2001, this paper finds that term limits lead to an increase in expenditures per capita and a decrease in tax rates. This paper presents empirical evidence that term limits effect economic policy decisions by altering the legislative environment in which policy transactions take place. By decreasing the power of committee chairs and party leaders, term limits leads to a more decentralized and fragmented legislative environment which encourages myopic fiscal policies. Further, term limits have the greatest impact on those states that rely more heavily on internal legislative institutions when formulating policy. This paper concludes that term limits give legislators greater incentives to deviate from socially optimal fiscal policy by altering the costs and benefits associated with certain types of economic policies.
