Abstract:

This paper describes and evaluates the Empowerment Zone (EZ) initiatives in Atlanta and Baltimore. The EZ initiative was an innovative policy and the nature of the policy makes it difficult to evaluate. We use detailed descriptions of the cases in Atlanta and Baltimore and quantitative data about outcomes as the basis for our evaluation. The results suggest that the initiative in Atlanta became bogged down by conflict over control. However, in Baltimore a more effective governance structure was created and this resulted in tangible evidence of accomplishments that improved the quality of life in the Zone. |
