placed as fuelbreaks to contain the spread of severe wildfires across landscapes (thereby
reducing the immediate risk of wildfire disasters while the experiments are underway). Over
time, the new knowledge generated by the experiments would be applied to progressively
improve the performance of fuel reduction projects on large scales. In sum, adaptive policy
design offers a systematic method for counteracting the mounting risk of wildfire disasters in
America.
