to diffuse the danger of a majority formation. But also the fragmentation of decision­making process helps in that endeavour. More precisely a compound democracy is a political system in which the decision­making capacity is constrained and limited through the sharing of its resources by distinct institutions. The same Madison recognizes that in order to guarantee mutual control among the institutions the principle of separation cannot be fully applied without providing a department with a ``partial agency'' in the action
