No doubt Kim is reforming the North Korean economy, but he seems to be doing so at a glacial pace, not confident that his regime could withstand the strains that China’s has since the 1970s, particularly a Tiananmen-type scenario. Kim fears most what happened to Romania’s Nicolae Ceaucescu in 1989. 54 China’s leaders are no strangers to such fears, but might coach Kim through some of the difficulties of reform if Kim will continue to go down the road to real reform, if he lays down his nuclear weapons program, and if China and North Korea can navigate the sensitivities of their strained bilateral relationship. A reformed, non-nuclear North Korea will be a better candidate for eventual Korean reunification and peace on the Korean Peninsula than the bristling basket case North Korea represents presently. Herein lay the hopes of China, North Korea’s neighbors and, ultimately, the United States, for the alternatives for any of the parties are truly unattractive. 54 After refusing to allow democratic reform amidst the changes sweeping East Europe at the time, Ceaucescu violently suppressed popular demonstrations and was overthrown and then executed publicly.
