2004 is a presidential election year. It is also a year in which the Presidency and the United States are being tested by a war unlike any we have ever seen before. How have leaders of the past responded to the challenge of war? What lessons can be drawn from past experiences, both in America and abroad, for our current war on terror and its effect on law and statecraft? |
