Abstract:
|
The EU is a unique type of polity. It is neither a federation nor a state. It has achieved a high degree of integration during its history, but it is still a process, which meets different challenges. The actual institutional and constitutional structure of the EU does not allow it to always cope with the challenges. That is why it needs a change. The EU could take some lessons from successful federations and adapt them to its reality. The USA dual type of federalism is one example. The EU has already a significant number of federal features. However, it still needs reforms in order to function with the new enlargement. The objective of this paper is to see what the EU can learn from the dual American type of federalism. |
