Abstract:

City-county consolidation is advanced as a good government reform to promote efficiency, equity, and accountability, and more recently to reduce growing disparities between central cities and suburbs. However, local government reorganization also represents a change in power relations in the community. Changing boundaries of governments changes the kinds of issues that are relevant to decision makers as well as alters the population represented in government chambers. We analyze the recent merger of Louisville and Jefferson County, Kentucky to explore how this came about and then focus on three critical realignments associated with merger in Louisville: territorial, managerial, and political. The case highlights the power dimension of merger often overlooked in discourse about public choice and metropolitan government.
