Abstract:

Social capital is expected to help achieve superior outcomes over multiple issue-areas and different levels of societal aggregation, but is it the same social capital that operates in all of these different arenas? To what extent social capital is fungible across different levels and issue areas is explored here through an examination of literatures related to social capital and collective action.

To what extent social capital is fungible across different levels and issue areas is
differ significantly between issue-areas. It is seen for instance that “social trust between citizens is not at all closely related to political trust” (Newton 2001: 201). 16 Agency capacity is an attribute of particular individuals while social capital is an asset possessed collectively by village communities. Empirically as well hardly any correlation is found to exist between measures of agency capacity and a village’s stock of social capital.
