significantly between issue-areas. It is seen, for instance, that “social trust between citizens is not at all closely
related to political trust” (Newton 2001: 201).

Agency capacity is an attribute of particular individuals, while social capital is an asset possessed collectively by
village communities. Empirically as well, hardly any correlation is found to exist between measures of agency
capacity and a village’s stock of social capital. One group of village agents, consisting of younger and better
educated villagers, helps mobilize social capital for purposes related to economic development, but an entirely
different group of village agents, composed of older leaders of different caste groups, helps mobilize social capital
for achieving community peace.
