Abstract:

This study investigated the extent of the subnational government's role in the redistribution function as fiscal decentralization proceeded. Using a state-level panel data set (1981-1999) encompassing each level of government, this study demonstrates that the degree of fiscal decentralization is positively associated with the level of welfare expenditures of state government and it is also positively associated with the level of health and hospital expenditures of state and local governments. It seems that local government expenditures are not related to the degree of fiscal decentralization.
