I argue that political partisanship is a key factor to understand unions' strategies in Spain following the establishment of democracy. After a period of intense labor conflict during the transition to democracy, labor mobilization decreased and Spanish unions and social actors initiated distinctive processes of social bargaining, which started in 1979. The key argument is that the relationship of unions and political parties in the authoritarian and transition periods was a major factor in conditioning strategies in the post-authoritarian period. In the end, the consolidation of Spanish democracy has led to the strengthening of the main trade unions, who have used this power (as opposed to what had happened in other historical periods) to contribute to governability and the consolidation of the new democratic regime. -----------------------------Prepared for delivery at the 2003 Annual Meeting of the American Political Science Association, Philadelphia, August 28 – August 31 st , 2003. Abstract
The main objective of this paper is to examine how the links between trade unions and affiliated political
parties of the left influenced the strategies of labor during the transition and the first years of democracy. I
argue that political partisanship is a key factor to understand unions' strategies in Spain following the
