Partisan Realignment and Its Impact on the Legislative Process,
Some Preliminary Observations

ABSTRACT: The role of partisan politics in the legislative process has been hotly contested in recent research in political science. The recent changes in the partisan composition of the state legislatures of the southern United States provides the single best arena for possibly ending this debate concerning the impact of political parties on the adoption and amendment of formal rules of procedures in the legislative setting. If partisan politics is going to make a difference, it is going to make a difference in a setting in which one party that was completely oppressed and powerless for a number of years (in the case of the South over 100 years), comes to power in a relatively short period of time (in the Southern Republican’s case about 15 years). This paper will assess the impact of partisan change in eight southern legislative chambers by taking a close look at the adoption and alteration of formal legislative procedures between 1986/87 and 2000/01. Paper presented for presentation at the annual meeting of the American Political Science Association, Philadelphia, PA, August 28-31, 2003.
