What follows is a preliminary exploration of the meaning of fairness in the international arena. I shall explore what fairness entails and why it is important to be clear about it. I shall look at different ways in which this question can be approached and argue for the superiority of a conception of fairness embedded in a notion of moral reciprocity that blends procedural and substantive elements together. My argument shall roughly proceed as follows: |
