Abstract:

This paper lays out a framework for understanding processes of political "people-building"--the creation of senses of community to which persons owe political allegiance. Political "peoples" are formed by both force and certain types of stories: economic stories, political power stories, and "ethically constitutive" stories, such as racial, religious, ethnic, gendered and cultural accounts of intrinsic normative identity. "Ethically constitutive" stories present many dangers, but they also serve irreplaceable political functions that cannot be evaded or ignored. Examples are drawn from the history of northern Europe, East Asia, West Africa, Latin America, and North America.
