Abstract:

This paper investigates the current role of the Polish Sejm (lower chamber) in the policy process in Poland through an analysis of the previous role of the Sejm and its committees during the communist regime and the institutional environment after the transition. The basic analysis is a comparison of the Sejm with other democratic parliaments through use of the established classification schemes that exist in the comparative legislatures literature. This leads to the conclusion that the Sejm under the communist regime was much more than a rubber stamping agency and that thanks to its well developed committees the Sejm was able to pursue significant oversight and even some legislative activities despite the highly controlled atmosphere of the communist regime. This existing strength, paired with the weakness of political parties (particularly those of the post-Solidarity movement) and the intense struggle over the character of the balance of power in the dual executive that raged between 1990 and 1997 allowed the Sejm itself (including its committees) to significantly influence the legislative life of post transition Poland far outstripping its Western European neighbors in initiative and effectiveness in the legislative arena
