Abstract:

This paper moves the question of ethnic minority policies in Europe beyond the traditional domestic-homeland analysis and locates it within the larger topic of the domestic effects of international institutions. Based on detailed case studies and quantitative analysis, the paper examines the unique strategies employed by the EU and other European institutions to influence the formation of ethnic minority policies within the Baltic and East European countries during the 1990s. The paper argues that political membership conditionality has operated as a ?managed enforcement? strategy, and that this has been very effective at fostering policy compliance in spite of considerable domestic opposition. It further nuances the study of political conditionality by examining ex-anti vis-?-vis ex-post conditionality, and incremental vis-?-vis ?either/or? conditionality.
