Abstract:

As a post-conflict society, Afghanistan faces numerous difficulties. Combating the sources of insecurity affecting people and communities on the one hand and advancing nation building on the other are central to building peace in Afghanistan. This paper argues that peace building is inseparable from the broader context of reconstruction and that conflict resolution must be seen as a central goal of development policy. NGOs must seek equilibrium and coherence among different aspects of reconstruction. Because their role in coping with humanitarian crisis is critical, NGOs'involvement needs not be made contingent upon any particular political solution. Beyond that, NGOs'legitimacy lies in their ability to provide the most viable ways of meeting the country's new challenges, especially as they relate to the building of human skills and integrating human rights concerns into developmental goals. |
