Abstract:

The purpose of this paper is to analyze why participation in PKO has different effects in different places. In particular, I wish to explore why similar PK experiences have divergent effects in Argentina and Brazil. In so doing, I attempt to explore the initial conditions and mechanisms through which PK supposedly influence civil-military relations among contributing, democratizing, and developing states.
This paper proposes a three-level framework for analyzing the effects of PK participation on civil-military relations. The mechanisms in question are: (1)transitions and need for military missions, (2) foreign and security policy integration, and (3) types of socialization during PK service. Each of these mechanisms allows for variation in PK experiences. |
