Abstract:

NASA is undergoing a dramatic set of changes which hold the potential for totally reshaping the American space policy field. This paper looks at the historical background and changes that have led to this situation. Four potential scenarios for change are suggested in order of probability. Reforming NASA represents generational change in that the Cold War paradigm under which NASA was organized and begun has disappeared. The agency grapples with the problem that its approach to the world is no longer congruent with political reality. Its ability to adjust or not to that fact will have great impact upon the agency's ability to transcend the new politics of constraint and hostility to public programs.
