Abstract:

In his 2002 State of the Union message, President Bush announced the creation of the USA Freedom Corps, intended to raise citizen volunteerism to an unprecedented level in the U.S. A central new program of the USA Freedom Corps is the Citizen Corps, which utilizes state and local resources to mobilize volunteers in disaster preparedness. This article reports on the results of a national telephone survey of state emergency management and state service commission officials charged with the responsibility for implementing elements of the USA Freedom Corps. Based on findings from the survey and grounded in the work of volunteerism and policy implementation scholars, we propose a preliminary framework or set of factors for analyzing federal volunteerism policy. These factors include: goal clarity, resource availability, promotional activity, volunteer management ?best practices,? and the nature of the implementation network.
