Abstract:

Local civic culture refers specifically to the local community, denoting generalized patterns or ways of public life. Each community embodies a particular civic culture--a historically informed and shaped system for political and/or public action and processes for distribution of services. The attributes and components of local civic culture determine what issues are problems, what solutions are possible, how decisions are made, and who is involved in decision-making. Local civic cultures embody shared visions--past, present, and future--and are the essence of the local community. Civic culture shapes everything from governmental institutions to governing regimes and to the policies ultimately employed.

This research has been supported by grants from the
analysis. A .50 or higher loading was the criteria used for inclusion in a factor. No variable loaded on more than one factor. Factor scores were converted to f or standardized scores and added to create an index score. vi Because cluster analysis will omit any case missing data on any index used in the analysis resulting in a large loss of cases missing data were replaced with the mean prior to the cluster analysis.
