Abstract:
|
We review the controversy over reparations presenting plausible but inconclusive cases for compensation. If we can reasonably disagree about the justice of compensation, good citizens should engage in respectful discussion of reparations. In current debates, respectful disagreement is not the norm ?civic blockages prevent productive civic engagements. We conclude that blockages stem, in part, from a heritage of civic exclusion. Blockages? symbolic, institutional and cultural ?demand repair. Civic reparations are a necessary prelude to a discussion of compensation. Unless African Americans have an effective and respected place in American civic life, claims for justice will never receive a fair hearing. |
