Abstract:

Parties have often been seen as central to the policymaking process by bringing coherence to a decentralized legislative process. However, the nature and extent of partisan influence over roll call voting in legislatures has been much debated recently. It is possible that the answer to this question may depend on the issue area; it may be that party has a greater independent influence on some issues than others. Studies have examined the nature of the influences on voting in a number of issues, but many of these issues examined, particularly at the state level, are highly salient and emotional issues such as abortion. Looking only at a few key issues may lead to an incomplete understanding of the nature and extent of partisan influence over votes in state legislatures. In order to begin to develop a more complete understanding of the nature of partisan influence in state legislatures, I examine the influences on roll call voting, including party, personal ideology and constituency opinion, in 5 state legislatures. Using data on roll call votes gathered from state legislative journals and data on personal ideology gathered from surveys of state legislative candidates, I find that the critical differences are between states and chambers. In some chambers, party is the main influence over roll call votes while in others, the personal beliefs of legislators are paramount. However, distinctive patterns of influence emerge in different issue areas. Constituency and ideological influences appear most often on salient issues while party influence occurs on both salient and non-salient issues.
