Speakers of the House of Representatives are important actors, but why some are more important or influential than others is not well understood. Existing theories of party leadership, I argue, are less helpful in understanding this variation in influence. In this paper I study the activity of a subset of Speakers, chosen from the 1870?s to the present, focusing on their ?observed actions of power?, or actions to which are attributed important causal effects. I present the preliminary data collection of these actions, and what they suggest for understanding influence and leadership of House Speakers. |
