Abstract:

What is the impact of faith-based groups for immigrants on democratic processes and institutions? Do they promote public discussions, civic activities, political participation of marginalized groups, and institutional experimentation in search for more just and humane treatment of foreigners in the host country? Will Kymlicka argues that faith-based institutions, in comparison to co-ethnic associations and immigrant advocacy NGOs, hinder the development of democratic citizenship due to their narrow focus and restrictive activities. Empirical research in Los Angeles reveals a variation on the impact of faith-based organizations on democratic processes and institutions. Organizations, like the Dolores Mission, that: 1) include problem-solving activities to assist undocumented workers; 2) reasonably accept American cultural values; and 3) seldom involved in reproducing homeland' identity or in promoting long-distance nationalism have broader objectives and are likely to promote democratic institutions and processes. The paper evaluates institutional pattern of faith-based organizations in light of these three variables.

Faith-based Groups for Immigrants and Democracy: The Case of Los Angeles Apichai W. Shipper Abstract What is the impact of faith-based groups for immigrants on democratic processes and institutions? Do they promote public discussions civic activities political participation of marginalized groups multicultural representative institutions social and economic equality and provision of social and welfare services? Field research in Los Angeles reveals a variation on the impact of faith-based organizations on democratic processes and institutions. Faith-based organizations with theological foundation
religious doctrine is questionable. Similarly it is premature to conclude that Protestants with their Calvinist voluntarism values tend to promote democracy more than other religious groups. Rizal would have been surprised to find that faith-based institutions affiliated with the Catholic Church particularly those that were established separately from the church to provide welfare services to immigrant poor like the St. Margaret Center appear to promote multicultural democracy more than other faiths. 36 See Will Kymlicka "Ethnic Associations and Democratic
