Introduction The relationship between the international biosafety regime based upon the Conventionon Biological Diversity (CBD) and its Cartagena Protocol on Biosafety and the WorldTrade Organisation (WTO) forms part of the broader problem of the interaction or in-terplay between international institutions (institutional interaction) that has developedover the last years. Institutional interaction generally refers to the phenomenon that in-ternational institutions influence each other in ways that are relevant for their develop-ment and effectiveness. The challenges and, less frequently, the opportunities institu-tional interaction poses to international governance have been highlighted in a numberof studies, most prominently related to international environmental governance (Young,2002; for a number of concrete case studies see Oberthür, 2001; Rosendal, 2000; 2001;Andersen, 2002; Jacquemont/Caparrós, 2002). The tense and potentially conflictiverelationship between the international trade order represented by the WTO and variousmultilateral environmental agreements, such as the Cartagena Protocol, constitutes aparticularly prominent element of the broader agenda of institutional interaction (e.g.Brack, 2002).

Introduction
The relationship between the international biosafety regime based upon the Convention
on Biological Diversity (CBD) and its Cartagena Protocol on Biosafety and the World
Trade Organisation (WTO) forms part of the broader problem of the interaction or in-
terplay between international institutions (institutional interaction) that has developed
over the last years. Institutional interaction generally refers to the phenomenon that in-
ternational institutions influence each other in ways that are relevant for their develop-
ment and effectiveness. The challenges and, less frequently, the opportunities institu-
tional interaction poses to international governance have been highlighted in a number
of studies, most prominently related to international environmental governance (Young,
2002; for a number of concrete case studies see Oberthür, 2001; Rosendal, 2000; 2001;
Andersen, 2002; Jacquemont/Caparrós, 2002). The tense and potentially conflictive
