The leaders must set themselves up as examples of moral rectitude, understood
as benevolence, loyalty and submission to virtue.
Good governance then has a bearing on cross-border relations because
examples constitute co-optive power towards those who hunger for rightly-
ordered government outside of the sphere of harmony and benevolence.
