Lessons Learned: The Case of Haiti
Conclusion
The Haiti mission of early 2004 acts as convenient lens through which to
examine several aspects of Canadian foreign and defence policy. While seeminglysmall and perhaps peripheral, the Haiti intervention is the quintessential stabilityoperation that Canada will face in the future. No national interests are at stake, nospecific pre-existing commitment exists; it is an entirely optional affair for Canada.Nonetheless, it amply illustrates the high degree of interdependence that exists betweenforeign and defence policies: diplomatic options can be constrained if there is a lack ofassets available to realise them. Equally, foreign policy promises can equate to defenceobligations, especially in high-profile situations. It is hoped that by underlining the chieflessons arising from the Haiti mission, dialogue between the two departments can beincreased, not just quantitatively, but qualitatively as well.
