U.N. World Conferences: A Step Foward in Global Governance

Abstract:

Global Governance is considered to be the transnational way of dealing with problems and challenges in a globalized world. Global Governance unites state and non-state actors at various levels from the local to the international levels. The world conferences of the 1990ies can be perceived of as places of Global Governance, because non-state actors from all over the world, especially NGOs und INGOs, took the chance for lobby work to influence the outcomes of the conferences. At the same time they took the conferences as opportunities to strengthen their own potentials by building networks. Without NGOs, the preparation, the carrying out and the follow-ups of these conferences would have been less effective and successful. However, not only NGOs, but also the economy (corporations, enterprises and their organizations) were part of these multistakeholder dialogues at the conferences. This fact is often neglected, when discussing the impact of the world conferences. The thesis is that the world conferences were the starting points for more intense multistakeholder dialogues mostly in industrial countries. Such dialogues have become an important factor of co-regulating the global economy and other issues of global concern. The participating actors are involved in mutual learning processes. The explicit and implicit impact that the world conferences had on multistakeholder initiatives in which representatives of the economy participated will be discussed by taking Germany as a case study.
