Abstract:

We recently argued that norms of transparency and participation are democratizing various international institutions and regimes. These norms foster public debate and accountability and arguably help these institutions overcome the deficit of democracy. Policy measures employed in the war on terror have apparently made it more difficult for non-state actors to participate in global politics, partly because of the increased secrecy states have embraced to assure security. In this paper, we examine the latest procedural developments in various issue areas (such as human rights, security, and economics) in order to evaluate whether norms of transparency and participation are being rejected. Have states acted to restrict access to, and information about, global policymaking? Is global democratization threatened by the war on terror?
