Debt Cancellation Networks: The Politics of Norm Creation

Abstract:

The debt cancellation campaign has been hailed as a great success! Debt cancellation has become an international norm (inspiring popular support evidenced in a petition with 25 million signatures), and is a recurring discussion point at G8 meetings. How did this technical issue come to be seen as important over the last decade? In the first part of this paper, we will use a norm cycle framework (Finnemore and Sikkin (1998) to explain the evolution of the debt cancellation norm. Through this, we find that the transnational network of debt cancellation campaigners was (and is) deeply divided. The second part of this paper will examine these divisions and their impact on the evolution of this norm. This analysis will help us better understand both the norm cycle framework (where there are fundamental differences of opinion amongst norm entrepreneurs) as well as allowing us to better understand the debt cancellation campaigns themselves.
