Abstract:

This paper traces the development of the social as a technology of modern liberal governance. It contrasts early definitions of the social as a field of morality and human science with the social as an emergent practice of national governance. The paper then examines transformations in the contemporary political economy, especially the new constitutionalism, which reframe and constrain the very idea of social governance in the contemporary era. It concludes that the concept of the social must be repatriated as an instrument of collective governance from neoliberal constructions as propoerties of individuals or of civil society.
